INVITATION OF PUBLIC COMMENTS ON THE ELECTORAL AMENDMENT BILL, 2017[HB 6 OF 2017]

INVITATION OF PUBLIC COMMENTS ON THE ELECTORAL AMENDMENT BILL, 2017[HB 6 OF 2017]

This communication serves to inform you that on Monday, 18 September 2017, the Clerk of Parliament, Mr. K. M. Chokuda gazetted the Electoral Amendment Bill, HB 6 of 2017.

This Bill, inter-alia, seeks to amend certain sections of the Electoral Act [Chapter 2:13] (No. 25 of 2004) to complete the alignment of certain provisions of that Act with the new Constitution and to ensure the smooth running of the new registration of voters proclaimed by the President by Statutory Instrument 109 of 2017  (Proclamation 6 of 2017) on the 8th of September, 2017, which new registration was mandated to begin on the 14th September, 2017, and to end on the 15th January, 2018. 

Section 141 of the Constitution of Zimbabwe provides that:

“Parliament must-

(a)             Facilitate public involvement in its legislative and other processes of its Committees;

(b)             Ensure that interested and affected parties are consulted about Bills being considered by Parliament, unless such consultation is inappropriate or impracticable…”

 

In compliance with this peremptory constitutional provision, and as part of public consultations meant to enhance participatory democracy, Parliament of Zimbabwe is inviting comments on the Electoral Amendment Bill, HB 6, 2017 for consideration by the relevant Committee(s).
