GRADUATE INTERN – ACCOUNTING
- JOB DESCRIPTION
In order to strengthen Parliament’s capacity to execute its mandate the African Development Bank funded the project “Strengthening Institutions of Transparency and Accountability “(SITA) 2015-2018. The project aims at providing greater public oversight and accountability in public finance and implementing gender sensitive policies. This will be achieved through the strengthened role of Parliament in law making, oversight and accountability; enhanced capacity of the Parliamentary Women Caucus, enhanced capacity of the Auditor General and enhanced partnership between Parliament and Civil Society.
To effectively implement the project, the Parliament of Zimbabwe and the Office of the Auditor General require the services of a suitably qualified Accounting Intern based in Harare, who supports the implementation of the Project and reports to the Parliamentary Programme Accountant.
Either of the following:
- Minimum of Higher Diploma in Finance, Accounts, Business Studies
- First degree in Accounting/ Commerce/Business studies
- Professional Qualification like ACCA, SIMA,ICSAZ
3. DUTIES AND RESPONSIBILITIES:
a) Receive and analyse departmental proposed PSP Workplans and budgets.
b) Collect and record all direct payment requests received from the PPC’s Office.
c) Check compliance of all documentation received for payment with the Quarterly Workplan and budget and the check list of required documentation under each particular fund.
d) Prepare requests for payment for all payment requests endorsed by the PPC or designate
e) Arrange delivery of the request for payment to respective Development Partners
f) Collect monthly disbursement advices from the Development Partners
g) Update the Disbursement schedule daily
h) Enter all data on the Disbursement schedule on to the PASTEL Accounting System
i) Assist Programme Accountant in preparing annual and quarterly Workplans and Budgets for all Development Partners.
j) Assist the Programme Accountant in preparing monthly, quarterly and annual financial reports as required by management, Development Partners, Ministry of Finance and other stakeholders.
k) Produce weekly reports/statistics for the Parliamentary Programme Accountant (PPA) and Parliamentary Programme Coordinator (PPC)
l) Any PCU administration work as delegated by the PPA or PPC.
- WORKING HOURS
The working hours will be all weekdays from 0800 hours to 1630 hours with a one hour lunch break taken between 1300 hours and 1400 hours. The Accounting Graduate Intern may be required to work over weekends depending on the calendar of Parliament and departmental work lord. No overtime payments will be made in any circumstances.
- SUPERVISION PROVISIONS
The Graduate Intern shall place the whole of his time when on duty at the disposal of the Parliament as the Employer. The Graduate intern shall serve under the immediate supervision of the Parliamentary Programme Accountant. The Parliamentary Programme Accountant shall cause and ensure that a Balanced Scored is developed and co-signed with the Accounting Graduate Intern. The Balanced score card shall be reviewed after every six months to assess performance.
