   The President interacts with Parliament in several ways:

a) Appointment of Members of Parliament
In terms of section 38 of the Constitution, the President appoints twenty-two members of the House of Assembly that is, ten Provincial Governors and twelve other members. In terms of section 34 he also appoints 6 members of the Senate

b) President’s Role in the Legislative Process
As part of the Legislature, the role of the President in law making consists of him granting his assent to Bills that have been passed by Parliament.
In terms of section 51 of the Constitution, when a Bill has been submitted to the President for assent, he has 21 days in which to assent or withhold his assent to it.

c) The President’s Power to Attend and Address Parliament
In terms of section 46 of the Constitution the President my attend Parliament at any time, he may sit and speak in Parliament, but he shall not have the right to vote therein. In addition, section 46(2) of the Constitution provides that the President may send messages to Parliament at any time.

d) The President’s Power to Dissolve and Summon Parliament
In terms of section 62 of the Constitution, the President is responsible for setting the dates for the opening and prorogation of the sessions of Parliament.
The President is also empowered to prorogue or dissolve Parliament at any time.

e) Parliament May Pass Vote of No Confidence in the Government
Subject to the procedure provided for in section 31F of the Constitution, Parliament may, under certain circumstances, pass a vote of no confidence in the Government. This is meant to counterbalance the power of the President to dissolve Parliament at any time
