The Vice President warmly welcomed the delegates to the Republic of Zimbabwe. This is the fifth time that Zimbabwe is hosting the SADC Parliamentary Forum’s Plenary Assembly Session.

The VP is pleased with the theme, “Statelessness in the SADC Region.” He pointed out that though statelessness is a very important subject affecting over 12 million people worldwide, it is hardly ever researched on or earnestly engaged.

VP Mnangagwa further stressed that the discussion on promoting citizenship and a sense of belonging to our respective countries should not be done at the expense of our aspirations for regional and continental unity.

In legal terms, being stateless means that no state considers you a national under the operation of its law. Statelessness persons generally are not recognized as persons before the law and face difficulties in travelling, marrying and accessing education and health care.

The VP noted with pleasure that all African countries, with the exception of Somalia, have ratified the UN Convention on the Rights of the Child, which provides in Article 7 for every child to have “the right to acquire a nationality.”

The VP called upon legislators to ensure that international commitments are domesticated in our national laws by enacting enabling legislation which establishes standards for the avoidance of statelessness through provisions on acquisition, renunciation, loss and deprivation of nationality.

Almost all African countries, including Zimbabwe, are parties to the 1951 Refugee Convention and the great majority to the 1969 OAU Refugee Convention.

In conclusion he noted that the liberation struggle of our countries was only achieved through regional unity and solidarity. There after he declared the 40th Session of the Plenary Assembly of SADC PF Officially Opened.
