In conclusion, The President Cde R. G. Mugabe officially declares the Fifth Session of the Eighth Parliament officially open.
H.E. expects robust debate and the presence of all MPs, including Ministers. Those who do not attend lack impeccable Parliamentary conduct. Cabinet Ministers should lead by example.
The rising incidence of rape is appalling, he called upon all various sectors to ensure that this repulsive crime. he called for more different penalties to be imposed.
Human trafficking is no longer an alien phenomenon as part of efforts to reduce this practice, a protocol will be brought to Parliament for ratification.
Traffic accidents continues to be disturbing. A motor vehicle licence fund will bring some relief to victims and their families. He urged both passengers and motor vehicle operators to guard the lives of the people.
H. E. applauds Parliament to put finality to the Mines and Minerals Amendment Bill which is already before Parliament.
The sustained growth in the mining sector hinges in the beneficiation and value addition.

This August House needs to expedite the alignment of laws. The Chief Justice Bill and Marriages Bill will be brought to Parliament.
The Coroners Bill will also be brought to Parliament during this Session.
The Fifth and final Session of the Eighth Parliament comes after efforts have been done to align laws to the new Constitution.

H.E. Cde R. G. Mugabe has now taken his seat in readiness to address Parliament.

The Speaker of the National Assembly, has now suspended business of the House after having informed the August House that at 1200hrs, His Excellency, The President, will state the reasons why he has summoned Parliament.
The Clerk of Parliament reads the Proclamation by His Excellency, The President which fixed today as the meeting of Parliament.
The President of the Senate’s Procession which has formed up in the Senate Lobby now enters the Parliament Building. The Chief’s are part and parcel of this procession.
Mr Speaker’s Procession which is led by the Principal Housekeeper now enters the Parliament Building.
The Chief Justice and Judges have now taken their seats behind the Speaker’s Chair.
The Chief Justice’s Procession led by the Principal Housekeeper, which has formed up in the Old Supreme Court Building, is now entering the National Assembly Chamber.
The Senate Bells are now being rung and will be followed by the President of the Senate leaving her office for the Senate Chamber.
H. E. The President has now completed the inspection of the Guard of Honour and is now joined by the First Lady as they are led into Parliament Building by the Serjeant-At-Arms, who is escorting them to the VVIP lounge.

The President now stands at the dias as the National Anthem is being played by the Police Band accompanied the booming 21 gun salute and a fly past by the Airforce of Zimbabwe.
His Excellency, The President and Commander in Chief of the Defence Forces, Cde. R. G. Mugabe and the First Lady Amai Dr. G. Mugabe arrive at Parliament Building ob board the traditional black Royce Rolls and are met by the Serjeant-At-Arms.
Vice Presidents have arrived at Parliament Building.
Members of the National Assembly have now assembled in the North passage and adjacent foyer as they prepare to be mastered in order of procession by officers of Parliament.

Hon Ministers have started arriving at Parliament Building, so far the following Ministers have arrived, Hon M. Hlongwane, Minister of Sport and Recreation, Minister of Transport and Infrastructural Development, Hon Dr. J. M. Gumbo.
