The Minister of Defence further stated that demining is being done along both the Zambian and Mozambican borders by the Army in collaboration with private players. Landmines should be cleared so that the land can be allocated to the people to engage in farming. Demining is the process of removing landmines that were planted by the Smith regime. The Army conducts Command Agriculture in the national interests to mobilise all our people so that we can become self sufficient. He assured the nation that Zimbabwe is safe, because one of the threats to national security, which is food security has been eliminated through the successful execution of Command Agriculture.

The Minister of Defence, Hon. Dr. S. T. Sekeramayi indicated that his ministry attaches a lot of training and that in order to train the army and air force, they must be properly nourished. Although the funding comes from Treasury, we are supplementing this through Agriculture and Mining. We will do so. On the issue of accommodation we are in the process of coming up with adequate barrack accommodation for both our single and married troops. The officers require decent and dignified housing.

The Deputy Minster of Women Affairs, Gender and Community Development, Hon. A. Damasane, indicated that the $10 million was allocated to the Ministry of which $5 million was in Treasury Bills. $5 million was liquidated into cash, essentially for the setting up of the banking system. $2 million has been set aside for onward lending when the bank starts its operations.

The Minister of Energy and Power Development, Hon. Dr. S. Undenge indicated that a proper study on the stream lining and rationalisation of ZESA is on the cards. He wants all rural areas to have access to electricity so as to save deforestation. On the issue of ethanol, Government and Green Fuels entered into a joint partnership. There is also a new investor in Mbire who is growing cassava to produce fuel.

The Minister of Mines and Mining Development,Hon. W. K. Chidhakwa accepted that there are leakages in the gold sector because of the gaps that are found in the law. He further conceded that there is corruption in the issuance of mining permits by his officials. To that end he has set up a grievance handling procedure that gives the public the right to appeal against any decisions that they deem unlawful. He appealed to the MPs to support his Ministry’s request of $2,5 million for the set up of the cadastre system.

Hon P. Mutseyami indicated that women in mining are not being protected. He advocated for the protection of this group. Turning to Defence issues, he said that soldiers are living in deplorable houses, he urged that a few building projects be allocated funds for development during each fiscal year. He highlighted that there were very serious corrupt tendencies were multiple claim allocation was rife. He urged the Minister to eradicate these corrupt practices.

Hon Jessie Majome urged the Minister of Energy and Power Development to drop the Rural Electricity Levy, because it has outlived its usefulness, especially when urban consumers are paying high electricity tariffs .

Hon Mahoka advocated that farmers be paid in US dollars so that they are able to buy farming equipment. She also urged banks to give their clients sufficient funds to enable them access to treatment.
