– Thereafter His Excellency the President then officially declared the Second Session of the Ninth Parliament open.

– Culture of fear and violence must be uprooted from our societies.

– The Government will continue to capacitate institutions that fight against corruption.
– It is time to work hard and smarter, in order to serve our people who deserve better.
– Our vision 2030 envisages a Zimbabwe which has world class e-governance programs.

Government concerned about monopolies and cartels which have caused unnecessary price hikes, Government is not going to re-introduce the Price Control Act, but will come up with stiffer penalties under the Competitions Bill.

– Need to continue to research and come up with regulations to secure the Cyber Space.
– Pensioners and Provident Bills will protect pensioners so that they enjoy their rights and are protected.
– Parliament will deal with Protocols that deal with illegal movement of persons, firearms and come up with regulations that deal with such offenders.
– The Bill on health care provision will be tabled,
– Mandatory Sentencing of rape offenders will also be considered.
– The slow pace of Parliament cannot be allowed to continue, challenged MPs in their individual and collective capacities to play their part.

Legislative Program for the Second Session of the Ninth Parliament:

– Amendment of the High Court Act, Labour Court Act, Magistrates Act and Police Act.
– Insurance and Pension Act will be amended,.
– Mines and Minerals Amendment Bill will be re tabled.

– Determined to leapfrog the quality of our infrastructure, funds have been set aside for water irrigation, borehole rehabilitation, dam construction of Marovanyati dam a, expansion of the Robert Gabriel Mugabe International Airport and the New Parliament Building are on course.

– Need for Nation to groom proactive patriotic Zimbabweans in this regard, various groups of Youth are involved in the voluntary project “Build Zimbabwe”.
– Urged players in the Tourism sector to market our tourist attractions in order to improve this sector.

– To promote trade and exports the upgrading of freight clearance is ongoing and will be speeded up.

– Business encourages to take advantage of the commissioning of the Walvis Bay Dry Port in Namibia.

– US$2.7 million has been secured from India, additional State of the Art machinery for the improvement of SME’s is ongoing.

– The Zimbabwe Women’s Microfinance Bank continues to disburse fund to women in order to promote women entrepreneurship in this sector of the economy.

– A viable electricity tariff has been given to ZESA, who must safeguard against corrupt tendencies.

– Severe electricity shortages are being faced due to the climatic changes that have led to the current drought the country is facing.

– An electronic National Fuel Monitoring scheme is going to be rolled out, it is currently being done by Harare Institute.

– Government is putting in place duty free fertilizers to ensure that this year’s agricultural season becomes a success.

– Government has set aside dipping chemicals for livestock in order to safeguard and improve the national cattle herd.

– A strategic amount in billions has been set aside for the Agricultural Sector, to ensure that inputs for crops ranging from cotton and maize has been put in place to support Command Agriculture programme.

– Only those with a proven track record will benefit from the Command Agriculture facility.

– Funds have also been set aside for machinery for the Command Agriculture.
