- The Minister of Justice, Legal and Parliamentary Affairs moved:
That;
WHEREAS section 280 (5) of the Criminal Law (Codification and Reform) Act [Chapter 9:23] provides that the Minister of Justice, Legal and Parliamentary Affairs may by Statutory Instrument amend or replace the First Schedule relating to the Standard Scale of Fines;
AND WHEREAS section 280 (6) provides that such a Statutory Instrument may not be made unless a draft has been laid before and approved by a resolution of Parliament.
AND WHEREAS the Minister of Justice Legal and Parliamentary Affairs proposes the attached draft in (Annexure hereto attached) and lays it before Parliament for its approval.
NOW, THEREFORE, this House resolves that the proposed draft Statutory Instrument be and is hereby approved for enactment.

- when the Ministry would construct the Mtshabezi-Umzingwane Dams pipeline. ii. why it is taking long for the Ministry to avert a water shortage of the proportions as has been warned by the Bulawayo City Council. iii. what the Ministry was doing to ensure provision of water to Bulawayo when all of Bulawayo’s supply dams dry out and are decommissioned by October 2007.

- The progress that has been made on the Gwayi-Tshangane Dam and the expected date of completion. ii. Who the contractor was and how many locals in Lupane and Nkayi or Matebeleland
North Province was employed by the contractor; iii. the number of people from outside the Province the contractor has employed and what percentage of total workforce this was
- the number of irrigation schemes and their location, that will be set up, if any, along the pipeline corridor as it conveyed water to Bulawayo.

That this House
IN VIEW of the important role played by the Transport Industry in the economic development of Zimbabwe;
NOTING WITH CONCERN the unscrupulous practice by the transport operators to unilaterally hike transport fares anytime they feel like, thereby ripping off the public of their hard-earned incomes;
NOW, THEREFORE, CALLS UPON government to impose stiff penalties on
perpetrators of such lawlessness and to fully support the law enforcement agents so that they restore sanity to the transport sector for the convenience of the public.
6. HON. SENATOR MUCHICHO HON. SENATOR CHIEF GAMBIZA
That this House-
NOTING with pride the vast mineral resources that Zimbabwe is endowed with;
COGNISANT that most of these resources still lie untapped all over the country;
NOW, THEREFORE, urges the relevant ministry to put in place effective measures that will bring about sustainable development and distribution of our mineral resources for the growth of the Zimbabwean.
7. HON. SENATOR TAWENGWA HON. SENATOR MAPFUMO
NOTING with pride that the Agricultural Sector which ranks among the commanding heights of the economy has been given a timely boost through the initiatives and endeavours of the Government, the Ministry of Agriculture and Mechanisation in collaboration with the thoughtfulness of the Governor of the Reserve Bank, Dr. Gideon Gono;
NOW THEREFORE RESOLVES that this House applauds the commendable and progressive development in the history of the country which witnessed the distribution of farming implements and equipment to farmers to sustain the land reform program, which in itself is a glaring example of the President and the Government of Zimbabwe’s unwavering and unflinching commitment to the cause of our economic independence and development, through the Agricultural sector, which is the mainstay of the economy;
And that its deepest gratitude be conveyed to His Excellency, the President;
And to rekindle and pledge our unquenchable loyalty to Zimbabwe;
And to humbly acknowledge the invaluable services that His Excellency the President has rendered to the Nation through the distribution of such farming equipment and implements.

NOTING that such services are virtually non-existent in some rural areas because of the absence of appropriate infrastructure to enable efficient telecommunication;
NOW THEREFORE calls upon the relevant Ministry to ensure that the key players in the Industry put in place programmes that will enhance the provision of such services - Hon. Senator Chief Malaba.

APPRECIATIVE of the noble endeavours by government to render affordable quality social services to the general populace through the District Development Fund (DDF) programmes such as borehole drilling, tillage, road network construction and the construction of small to medium scale dams;
DISTURBED by the failure by the DDF to fulfil its mandate as evidenced by the deterioration of its service delivery on these developmental programmes and its lack of complementary effort on the Land Reform Programme;
NOW THEREORE RESOLVES urges the relevant parent Ministry to immediately take corrective measures and ensure that the District Development Fund improves its service delivery in the areas under its mandate –Hon. Senator Mumvuri.

NOW THEREFORE, urges the government to proceed with speed to implement short-term, medium term and long-term solutions to resolve the current economic challenges –Hon. Senator T. Ndlovu.

Question proposed: That this House-
NOTING that the Southern African Development Community (SADC), has justly and rightly called for the removal of the illegal sanctions imposed on Zimbabwe by Britain and her Western allies, as well as for Britain to honour its Lancaster House obligation to provide compensation for land distributed to the majority of the people in Zimbabwe;
FURTHER NOTING that former Secretary General of the United Nations, Kofi Annan, acknowledged that these sanctions are illegal and must be removed;
OBSERVING that the illegal sanctions are the proximate cause of the hardship ravaging the ordinary people in Zimbabwe and were intended to achieve that purpose;
NOW, THEREFORE, INVITES the Ministry of Foreign Affairs to;
CONVEY its profound gratitude and a deep sense of appreciation to, and support for the SADC countries’ call for Britain and her Western allies to comply with international law by lifting the illegal sanctions and for Britain to comply with her Lancaster House obligation to provide compensation for land distributed to the majority of the people in Zimbabwe;
APPEAL to the African Union, through the SADC Secretariat, as the only hiatus in the international chain calling for the removal of the illegal sanctions, to do so at the earliest opportunity and be recorded on the side of international justice in this matter.
URGE the African Union, through the SADC Secretariat, to rally economic support for Zimbabwe to reverse the damage done by the illegal sanctions- Hon Senator Mapfumo.
Amendment proposed:
To delete all text after “NOTING” in line one and replace it with the following:
“That there is deliberate attempt by the government of Zimbabwe to conceal the truth about the so-called sanctions against the people of Zimbabwe imposed by specified countries;
FURTHER NOTING that the ordinary people of Zimbabwe are receiving substantial humanitarian assistance from the accused countries.
FURTHER NOTING that he accused countries are among our major trade partner;
OBSERVING that the hardships ravaging the country are self inflicted;
COGNISANT that the Pan African Parliament as well as the SADC and AU are making efforts to resolve the current political issues affecting Zimbabwe;
NOW THERFORE THIS HOUSE:
- RESOLVES to call upon the Pan African Parliament, SADC, AU and the United Nations to acquaint themselves fully with the truth about the ongoing and deepening crisis in Zimbabwe;
- FURTHER CALLS upon SADC, the AU and the UN to use their I
nternational mandate to intervene in the crisis on behalf of the suffering people of Zimbabwe – Hon. Senator Nyoni
