3. The President of the Senate informed the Senate that the Zimbabwe Electoral

            Commission (ZEC) was inviting members to a briefing on the mandate of the ZEC           phases of the electoral process and other issues pertaining to their mandate. The        meeting would be in the House of Assembly on Thursday 29th November 2012 at        0900 hours.

 

4. The President of the Senate informed the Senate that the Women's University in        Africa requested to had requested to have a meeting with Senators and Parliament              staff following the signing of the Memorandum of Understanding. The purpose of the     meeting was to explain the University's plans and to find out Members' expectations.          The meeting would be held in the House of Assembly on Wednesday 28th November        2012 at 0900 hours.

5. The President of the Senate also informed the Senate that the Business of all Committees of Parliament would be adjourned on Thursday,  29thNovember 2012.

            The Business of all Committees would resume on Monday, 28th January 2012.     Workshops and field visits that had been approved prior to the 27th November 2012           would be allowed to go ahead during the period the Committees will be in adjourned.

 

6. The President of the Senate further informed the Senate that Zimplats was inviting

            Members to a tour of their mining operations at Ngezi and Selous on Monday, 3rd            December 2012. Transport would leave Parliament at 0830 hours on Monday. Those              interested were requested to register with the public relations desk at the Members      dining hall from Tuesday until Thursday.

 

7. Sen. Chief Mtshane seconded by Hon. Sen. T.B. Mohadi moved: That a            respectful address be presented to the President of Zimbabwe as follows-

 May it please you, your Excellency the President: We, the members of Parliament of                     Zimbabwe, desire to express our loyalty to Zimbabwe and beg leave to offer our respectful thanks for the speech, which you have been pleased to address to Parliament.

On the motion of the Deputy Minister of Justice and Legal Affairs : Debate adjourned until tomorrow.

8. On the motion of the Deputy Minister of Justice and Legal Affairs: The Senate adjourned at twenty past three until tomorrow at a half past two o’clock pm.

4. HON. SEN. MARAVA HON. SEN. MUCHENJE

 

             THAT THIS HOUSE:

 

                     CONCERNED THAT the death penalty is inhuman and a violation of human rights;

 

                    COGNISANT that  one hundred and fifty-one out of one hundred and ninety three 

             United Nations member states have abolished this practice including the United

            Nations Security Council which has rejected death sentence options by the           International Tribunal for those convicted of heinous crimes against humanity in            former Yugoslavia and Rwanda and genocide committed all over the world,

 

            CONSIDERING that the reduction in executions in many countries and the abolition          of the death penalty in some African countries' penal systems and that the UN General  Assembly adopted a resolution that called upon all states with death penalties to  regulate towards its elimination as a way of promoting fundamental rights;

 

            Disturbed that Zimbabwe voted against all the Resolutions on the death penalty and        that there are about sixty prisoners on the death row;

 

             NOTING

            That the death penalty was introduced during the colonial era and is one of the    legacies of colonialism which needs to be completely eradicated;

 

                NOW THEREFORE, THIS HOUSE

 

1. WELCOMES the steps taken to restrict the use of death penalty on persons as      

 

2. CALLS UPON the Government to:

 

1. accede to the Second Optional Protocol to the International Covenant on Civil and      Political Rights;
2. establish a de jure moratorium on the application of the death penalty aimed at its    definitive abolition.
3. Reverse the negative vote shown in the past on the new resolution calling for a moratorium of the death penalty set for December this year at the 67^th United Nations  General Assembly and to vote in favour.
