EOI 01/2018 - Consultancy Services for the development of Procurement Audit Manual and Programs

The Government of Zimbabwe has received a grant from the African Development Bank Group towards the cost of Strengthening Institutions of Transparency and Accountability (SITA) Project. The Government of Zimbabwe intends to apply part of the agreed amount for the grant to payments under the contract for consultancy services for the procurement audit.

 

The overall objective of the assignment is to strengthen the institutional capacity of the Office of the Auditor General through developing a Procurement Audit Manual and Guideline and support to effectively carry out procurement audit in selected Government Ministries and Agencies. The estimate execution period of consultancy are 60 days.

 

 The Government of Zimbabwe, through the Parliament of Zimbabwe, now invites eligible individual consultants to indicate interest in providing these services. Interested consultants must send updated CVs that provide information indicating that they are qualified to perform the services.

Required minimum qualifications and experience for the consultancy include:

a)      Master’s Degree in a relevant field, preferably in Procurement and Supply Chain, Auditing, Accounting, and Information Technology  

b)      A minimum of 7 years of post-qualification experience in a Procurement field

c)      Certified Information Systems Auditor

d)      Should have a clear understanding of Accounting and Auditing standards

e)      Experience must include provision of technical assistance and advisory services to various stakeholders and undertaking procurement capacity assessments and building

f)       Have a good understanding of Procurement systems and legislation in the Public Sector

g)      Chartered Institute of Procurement and Supply (CIPS) Certification an added advantage

h)      Qualification in SAP Material Management Module is an added advantage

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” September 2010, revised July 2012, which is available on the Bank’s website at http://www.afdb.org.
